For drafts, add or replace weatherstripping and re-caulk the exterior trim where the frame meets the siding. Inside, clear/clean the weep holes so water drains out. A window insulation film kit helps in winter. If you see rot, fogging between panes, or water pooling inside, the seal or frame is failing and it's worth a pro's look.
